It looks like the file opened in a preview window rather than a real browser. Preview panes in Mail, Messages and file managers do not run scripts, so nothing here will respond to a tap.

On a phone: tap the share button and choose Open in Safari or Open in Chrome.
On a computer: right-click the file and pick Open with → your browser.
